(서울=연합뉴스) 안홍석 기자 = 축구에서 애매했던 핸드볼 여부를 가르는 기준이 보다 명확해졌다. 새로 정해진 기준은 '반소매 유니폼의 소매'다.

영국 방송 BBC 인터넷판은 8일(한국시간) 국제축구평의회(IFAB)가 새 축구 규정을 확정해 잉글랜드 축구협회(FA) 등 영국 내 4개 축구협회에 전달했다고 보도했다.

국제축구연맹(FIFA)과 잉글랜드, 웨일스, 스코틀랜드, 북아일랜드 축구협회가 속한 IFAB는 축구 규칙을 제정하는 기관이다.

새 축구 규정은 팔과 어깨 사이에 공이 맞았을 때 핸드볼 여부를 가르는 기준을 '티셔츠 라인'으로 정했다.

공이 팔의 팔꿈치 위 부위에 맞았을 때 반소매 셔츠의 소매 아래에 맞았다면 핸드볼이라는 뜻이다.

축구에서 공이 손이나 팔에 맞으면 특수한 경우를 제외하고 핸드볼 판정이 내려진다. 하지만 어디까지를 '팔'로 봐야 하는지 뚜렷한 기준이 없어 공이 위팔에 맞을 때면 심판의 주관에 따라 전혀 다른 판정이 내려질 수 있었다.

특히 페널티 지역 안 상황에서 내려진 핸드볼 판정은 페널티킥으로 이어지기 때문에 경기 뒤 커다란 논란을 낳는 경우가 많았다.

조너선 포드 웨일스 축구협회 사무총장은 "기본적으로 새 규정은 어디까지가 팔이고 어디부터가 어깨인지를 정한 것"이라고 설명했다.

하지만 여전히 기준이 불명확하다는 비판도 제기된다.

유니폼 제작사마다 반소매 유니폼 소매의 길이가 다를 수밖에 없다. 긴소매 유니폼을 입은 선수에게는 애초에 들이대기 힘든 기준이기도 하다.

'반팔 소매가 점점 길어지는 게 축구 유니폼 디자인의 새로운 유행이 될 것'이라는 우스개 섞인 전망도 나온다.

IFAB의 새 규정은 추춘제 기준으로 다음 시즌부터, 춘추제 기준으로는 이듬해 시즌부터 적용되는 게 일반적이다.

하지만 신종 코로나바이러스 감염증(코로나19)으로 전 세계 프로축구 리그 대부분이 중단된 가운데 유럽의 경우 올 시즌 리그 재개 시점부터 새 규정이 조기 도입될 가능성도 있다.

IFAB는 올 시즌 잔여 경기에 새 규정을 적용할지를 각국 축구협회가 선택하도록 했다.
