캐나다, NOC 중 첫 불참 선언..호주, 선수들에 "1년 후 올림픽 준비하라"

올해 7월 열릴 예정이던 2020 도쿄올림픽·패럴림픽이 신종 코로나바이러스 감염증 팬데믹(세계적 대유행)으로 1년 후인 2021년으로 연기될 가능성이 커졌다.

국제올림픽위원회(IOC)가 연기를 포함한 여러 시나리오를 검토해 앞으로 4주 안에 도쿄올림픽 개최 여부를 결정하겠다고 23일(한국시간) 전격적으로 발표하자 '봉인'이 완전히 해제됐다.

일본 정부와 도쿄올림픽조직위원회가 곧바로 IOC와 보조를 맞춰 연기 가능성을 처음으로 언급했고, 캐나다와 호주는 선수 건강을 보호하고 안전을 보장하고자 올해 도쿄올림픽에 선수를 보내지 않겠다고 선언했다.

수면 위로 막 부상한 올림픽 연기론에 불을 붙인 것으로 여전히 올림픽 연내 개최에 미련을 못 버린 IOC의 신속한 결정을 압박하는 촉매제가 될 것으로 보인다.

캐나다는 국가올림픽위원회(NOC)로는 처음으로 2020년 도쿄하계올림픽·패럴림픽에 불참하겠다고 23일 공식 발표했다.

캐나다올림픽위원회(COC)와 패럴림픽위원회(CPC)는 "국제올림픽위원회(IOC), 국제패럴림픽위원회(IPC), 세계보건기구(WHO)에 도쿄올림픽·패럴림픽 1년 연기를 긴급하게 요청한다"며 "올림픽 연기에 따른 일정 재조정 등 IOC가 모든 복잡한 사항을 잘 풀어갈 수 있도록 전폭적으로 돕겠다"고 성명에서 전했다.

로이터 통신에 따르면, COC는 올림픽 연기에 내재한 복잡한 문제를 잘 알고 있지만, 선수와 세계인들의 건강과 안전보다 더 중요한 것은 없다"며 코로나19 사태가 진정되기 전에는 도쿄올림픽과 패럴림픽에 참가하지 않겠다고 강조했다.

캐나다의 발표에 이어 호주올림픽위원회도 자국 선수들에게 "2021년 여름에 열리는 도쿄올림픽을 준비해야 한다"고 밝혔다.

캐나다처럼 사실상 연기를 요청하며 보이콧을 선언한 셈이다.

 

호주올림픽위원회는 "올해 7월에 올림픽을 예정대로 열 수 없다는 사실이 명백해졌다"며 선수들에게 아예 내년 여름 올림픽에 초점을 맞춰야 한다고 전달했다.

호주올림픽위원회 집행위원회는 "나라 안팎의 급변하는 환경에선 올림픽에 내보낼 호주 선수단을 구성하지 않는다"라며 만장일치로 의결했다고 AP통신이 보도했다.

두 나라의 행보와 각국 NOC, 종목별 국제연맹(IF), 발언권이 큰 유럽·미국의 종목 연맹·협회의 거듭된 연기 요청에 주목한 AP통신은 "도쿄올림픽이 2020년이 아닌 2021년에 열릴 게 유력해졌다"고 기사 제목을 달았다.

세계육상연맹은 현재 코로나19가 강타한 유럽과 미국 지역 선수들의 훈련 부족 등을 명분 삼아 IOC에 "올해 7월 도쿄올림픽은 실현 불가능하고, 바람직하지도 않다"며 IF로는 처음으로 올림픽 연기를 요청했다.

노르웨이올림픽위원회는 21일 코로나19 사태가 진정세에 접어들 때까지 도쿄올림픽 개최를 미루자는 의견을 담은 공문을 IOC에 발송했다.

브라질올림픽위원회도 같은 날 도쿄올림픽 1년 연기를 주장했고, 슬로베니아올림픽위원회 위원장과 콜롬비아올림픽위원장도 선수들의 건강과 안전 우려, 공평한 출전 기회 박탈 등을 이유로 올림픽 연기 주장에 힘을 보탰다.

유럽에서 코로나19로 이탈리아 다음으로 많은 사망자가 나온 스페인의 알레한드로 블랑코 올림픽위원회 위원장도 선수들이 훈련 부족으로 올림픽 준비에 어려움을 겪고 있다며 도쿄올림픽을 미루지 않으면 불공정한 처사라고 힘줘 말했다.

미국육상협회와 수영연맹, 영국육상연맹 등 올림픽에서 가장 많은 메달이 걸린 육상과 수영 강국의 종목 단체도 지금 이 상태로는 선수들이 올림픽에서 최고의 기량을 펼칠 수 없다며 IOC에 올림픽 연기를 요구했다.

도쿄조직위와 IOC는 재정 손실을 최소화하기 위해 연기 시점에 따른 여러 시나리오를 강구할 예정이나 선수들과 NOC, IF의 시선은 2021년 개최로 향하는 모양새다.
